Restores TypeScript 7 and rolldown-plugin-dts@0.28.2 across the repository, now that the upstream generator correctly emits type declarations. Verified against the built declarations and smoke tests.

  • Upstream is fixed: rolldown-plugin-dts 0.28.0 → 0.28.2 turns a swallowed tsgo compiler failure into a hard error. Verified by inspecting the emitted declarations directly — real type/interface/declare output with JSDoc preserved, zero occurrences of mangled var [X] = [...] pattern — and independently by smoke test typechecking.
  • packages/docs stays on TypeScript 6: its API-reference generator uses the classic Program/Checker API, which TypeScript 7's restructured main export does not expose. The file already documented that constraint.
  • e2e/ stays on TypeScript 5.9.3:* never used the plugin and was never part of the original revert.

jarl-atoms and jarl-react move back to typescript@^7.0.2 (matching root and
infra) and rolldown-plugin-dts@^0.28.2. Verified dist/index.d.ts now carries
real type/interface/declare output with JSDoc preserved, and the
node16-resolution CJS consumer smoke test typechecks it cleanly under a
separate, stable TypeScript version.

Restores TypeScript 7 and rolldown-plugin-dts@0.28.2 across the repository, now that the upstream generator correctly emits type declarations. Verified against the built declarations and smoke tests.

  • Upstream is fixed: rolldown-plugin-dts 0.28.0 → 0.28.2 turns a swallowed tsgo compiler failure into a hard error. Verified by inspecting the emitted declarations directly — real type/interface/declare output with JSDoc preserved, zero occurrences of mangled var [X] = [...] pattern — and independently by smoke test typechecking.
  • packages/docs stays on TypeScript 6: its API-reference generator uses the classic Program/Checker API, which TypeScript 7's restructured main export does not expose. The file already documented that constraint.
  • e2e/ stays on TypeScript 5.9.3:* never used the plugin and was never part of the original revert.

jarl-atoms and jarl-react move back to typescript@^7.0.2 (matching root and
infra) and rolldown-plugin-dts@^0.28.2. Verified dist/index.d.ts now carries
real type/interface/declare output with JSDoc preserved, and the
node16-resolution CJS consumer smoke test typechecks it cleanly under a
separate, stable TypeScript version.
packages/docs stays on typescript@^6.0.3: its API-reference generator uses
the classic Program/Checker API, which TypeScript 7's restructured package
does not yet expose.
