Adds support for the scenario, when the package is imported multiple times for the same target.

This will return the same (referentially) facade object with tools, and will only clean up if all invocations were cleaned up.

Adds support for the scenario, when the package is imported multiple times for the same target.
This will return the same (referentially) facade object with tools, and will only clean up if all invocations were cleaned up.
