This pick will allow 0.82.x to support the React Native DevTools standalone shell experiment (enableStandaloneFuseboxShell: true) indefinitely, instead of expiring after some time.

If this causes problems with the RC1 release, it can be safely reverted.

5. ✅ Fixes for Low/High Security Vulnerability. Example:
   • Bump Gradle from 8.11.0 to 8.12.0 if there is a security vulnerability in 8.11 and there is no version 8.11.x which would contain the same fix.
