chore: migrate to Rstack CLI

Summary

This PR consolidates the repository's Rslib, Rstest, Rslint, Prettier, and staged-file tooling under Rstack CLI to keep the development workflow aligned with the shared Rstack toolchain. It adds a unified rstack.config.ts, switches scripts, CI, editor integration, and the pre-commit hook to rs, and installs the repository-local Rstack CLI documentation skill. It also upgrades @rspack/core from 2.0.0-rc.0 to 2.2.2; there are no source or public API changes.
