Let's keep it.
It's now testing recovery for &'lt foo which is ill-formed in expression context but can be accidentally written/copy-pasted because it's well-formed in type context.

Perhaps comments in the test could be adjusted though.

(Totally off-topic, but speaking of unused tests, the whole test/compile-fail-fulldeps directory is unused after #56444, but was accidentally resurrected due to some rebase.)
