Salt Grain Targeting failing at properly filtering objects #236

Description

@JumpyWizard404

Good afternoon since upgrading to 3008.1 we have noticed a missfire in grain targetings of minions.

namely salt -G os_family:Debian will target Debian and Windows minions attached to the same master and vice versa, i have tested with multiple different grains (Default like the os and os_family and osfinger as well as custom ones we set by ourselves, it seems that the filtering is just completely broken this is how the responses look like:

                          Salt Grain Targeting failing at properly filtering objects #236

                          Description

                          @JumpyWizard404

                          ~$ salt -G os_family:Debian test.ping
