Makefile: work around linkchecker bug

Exclude seL4 manual PDF from link checker, because some links have
targets into specific chapters and the link checker is trying to parse
the PDf assuming it is HTML.

microkit: add anchors for RPI4 variants
ec6ae4c
There is only one section for RPI4, but we support multiple variants.
Manually add html anchors for now until we figure out something better.

Makefile: work around linkchecker bug

Exclude seL4 manual PDF from link checker, because some links have
targets into specific chapters and the link checker is trying to parse
the PDf assuming it is HTML.

microkit: add anchors for RPI4 variants

There is only one section for RPI4, but we support multiple variants.
Manually add html anchors for now until we figure out something better.
