Adding EffCSS to the TypeScript Tools/Libraries section as a new
### Stylessubsection inREADME.md.EffCSS is a zero-dependency, framework-agnostic, SSR-ready CSS-in-TS library that works purely on native browser APIs (CSSStyleSheet, CSS Variables, @layer, @container, @font-face, @Keyframes). It targets CSR, SSR and SSG — no bundler plugins or framework bindings required, works with React, Vue, Svelte, Solid, and vanilla TS.
It fits the section as a TypeScript-first library/tool (written and shipped with TypeScript typings). Since the section groups libraries by topic (Build, Ioc, Utility, etc), I added a dedicated
### Stylessubsection and placed EffCSS there, in line with the Contributing guide (add new items in the correct section / feel free to add new sections).
