Interesting black should be ignored by dependabot, maybe its not ignoring it because this is a security update

Since we support python 3.7 we currently can't just bump black -> 24.3.0 , the CI won't be able to install the package, here are some ideas that could get around this:

• Instead of using black for formatting/linting we could use ruff since it currently supports python 3.7
• Update our CI logic so that we only lint our source code with the latest python runtime and simply run the tests against all supported runtimes

Note: switching to ruff and updating the CI logic is probably the ideal solution
