- Reduced the scope names for `commentBlock` and `commentDoc` to just "comment". - Removed unnecessary `constant.regexp` and `meta.separator.markdown` scopes. - Added a missing newline at the end of the file.

Updated the THIRD-PARTY-LICENSES.md file with the link to the original ocamllex and ocamlyacc grammar .xml files that have been converted to .json.
