Include normalized provider storage in plan candidate identity; revalidate accepted candidates against the live connector before the first queue/authority mutation; fail closed on storage drift and unknown current storage fields. Tests: full pytest 1064 passed, 6 skipped; focused plan suite 122 passed; ruff and compileall clean.
