feat: add openstack configuration for multinode test environment
Rename 'vxlan' -> 'tenant' and avoid setting `provider_network_type` explicitly so that OVS/OVN can choose vxlan/geneve automatically.
Make tenant network generic
fix vm connectivity
Merge upstream openstack-config (inc. move to stackhpc.openstack collection)
Sync with generic openstack-config
This fixes a parsing error that requires loop labels to be strings which is raised from ansible-core 2.15 onwards
Bump stackhpc.openstack collection
Add epel repo for os_images
