Redacted secrets link doesn't load secrets alerts

Describe the issue

The "CodeGate prevented X secrets..." link still goes to http://localhost:9090/?search=codegate-secrets, but the search no longer exists. This should be updated to http://localhost:9090/?view=codegate-secrets

Steps to Reproduce

Cause a secrets redaction event, click the link in the chat response.
