This PR caches the results of the Statamic::isApiRoute() to avoid the repeated string operations since this method is called frequently when building urls/uris/etc.

This PR caches the results of the Statamic::isApiRoute() to avoid the repeated string operations since this method is called frequently when building urls/uris/etc.
