Since adding support for RTL in #9447, horizontal margin classes aren't used without a text direction prefix (e.g. ltr:mr-3), which means classes like mr-3 get purged out of the css. Addons that were relying on these classes have become slightly unstyled.

Adding this safelist brings back those classes for addons.

It's probably a good idea for addons to adapt to the ltr/rtl styling at some point anyway, but that shouldn't need to happen in a minor release.
