✨ Add Basic Simulation Support for STEAMI Board

Description:

This pull request adds the initial components necessary for simulating the STEAMI board in the MakeCode editor. Specifically, this PR includes:

1. Board Definition: The configuration for recognizing and simulating the STEAMI board.
2. Visual Representation: An SVG image for the visual depiction of the STEAMI board within the simulator.
3. Minimal dalboard.js Code: Basic implementation inspired by the Micro:bit simulator to enable core functionalities for STEAMI.

These additions are aimed at providing the foundational simulation support, allowing further features to be built on top of this framework. The approach and structure closely align with the existing implementation for Micro:bit, ensuring familiarity and easier expansion in the future.
