fix(cli): restore configless type generation

TL;DR

supabase gen types typescript --local started requiring supabase/config.toml after the ts port,
although the previous one used embedded defaults when the file was absent

now it again uses the config schema defaults for the config-less --local path,
restoring the previous behavior..
