Record versioned docs, a Python/Ruby flag matrix and layout contracts,
and a backlog aligned with the improvement plan.
Drop the orphan *.commonrc rule and align shell, docs, and Linguist
patterns with misc-config-scripts.
Replace the hand-slimmed workspace file with the sibling
settings.json/generic template for this multi-language catalog.
Run bash -n over all scripts and exercise Python and Ruby
run_all_unit_tests.sh --help on the Synesis branch set.
Update README, CHANGES, TODO, and CI paths after moving the
Python and Ruby scripts out of bash/run_all_unit_tests.sh/.
Document copy commands, language layout, flags, contracts, and Python
interpreter environment variables; link from the top README.
Stop writing rbenv local / .ruby-version during --rbenv-versions;
select each child interpreter via RBENV_VERSION only.

With RBENV_VERSION selection, the matrix no longer needs that file;
keep it optional for status display only.
Collapse the special-flag passes and recurse with quoted
ForwardArgs under --rbenv-versions; ignore that flag with --help.
Replace find -exec with a null-delimited loop so any failing tc_*.rb makes
the script exit non-zero.
