The branch feat/export-surface-gate (2026-08-18, rescued to origin 2026-08-27) implements a manifest/export version-bump gate — a twin of agent-eval PR #642, which Drew closed unmerged on 2026-08-19 with a recorded proportionality rationale: the fleet is 0.x moving in lockstep, surface-deletion breakage already has its consumer-side fix (explicit version windows; runtime refuses 0.x carets), and the gate machinery is disproportionate. The same decision applies here. The branch stays on origin as an archive; do not rebuild this gate without revisiting that rationale. Reference: tangle-network/agent-eval#642
