The user can configure west to pass additional arguments to rimage for signing, we need to use them when signing LLEXT modules too. This is a bit early (as #9509) is not merged, but given CI hickups recently, doing a pre-merge cherry-pick to stable to keep up with scheduled for the 2024.09 binary release. We need this PR to sign the full binary set. |

Backport #9509 plus bump version to 2.11.1
