This is the implementation of #1 and fixes#13.

The toltecmk script runs locally, optionally using a provided source directory. It can be run inside a container with the image name specified in the package recipe by calling toltecmk-contained.

As the toltec images are based on Debian buster, I recommend limiting the required python version to 3.7. This requires a single change in some typing logic. Ultimately, it would be nice to include toltecmk in the base toltec image, so a build could be triggered with something like:

docker (podman) run -v .:/wrk -w wrk ghcr.io/toltec-dev/python:v2.1 toltecmk
