What this PR does / why we need it:

Adds the samsung-gear-360-ndi-stream repository to the Terraform-managed GitHub configuration. The project reverse-engineers the Samsung Gear 360 Android app protocol and reimplements it as a Rust desktop application that connects to the camera and exposes its live stream over NDI for consumption in Resolume.

Includes the terraform.tfvars config entry and the applied terraform.tfstate for the created repository (repository, branch protection, default labels, and vulnerability alerts).

Which issue(s) this PR fixes:

What this PR does / why we need it:

Adds the samsung-gear-360-ndi-stream repository to the Terraform-managed GitHub configuration. The project reverse-engineers the Samsung Gear 360 Android app protocol and reimplements it as a Rust desktop application that connects to the camera and exposes its live stream over NDI for consumption in Resolume.

Includes the terraform.tfvars config entry and the applied terraform.tfstate for the created repository (repository, branch protection, default labels, and vulnerability alerts).
