Comment-only, closing the loop backend#1556 opened: the 2026-08-05 prod promotion carried the fail-closed pii-gate to main, so the note's "while that revision is on develop/staging only" clause went stale on merge. It now states the live semantics: red-inert fleet-wide, deliberate, blocking nothing, until #1409 unparks. Third revision of this note in two days — each time because reality moved through it, which is the note doing its job.
