Folded a Bugbot drive-by from the promote PR into this release: #221 (text preflight fails closed on a labels.csv read error). On the board under Code review; it joins the v0.8.0 payload and will clear the FR gate with the rest.

Swept the rest of the package — CrossCheckLabels, tabular schema scan, and ValidateImages already fail closed, so no third round expected.

Thorough review of the #219 payload — findings + fixes. Rather than react to Bugbot round-by-round, ran a full adversarial review across the whole develop→main diff (push detection/preflight, cli command+interactive, submit/watch, api/cluster/pathutil, sync-schema). Two root causes were spraying the Bugbot symptoms, plus a few independent bugs. Fixes (all → develop, join v0.8.0):

• fix(push): text preflight fails closed on a labels.csv read error #221 (merged) — text preflight fails closed on a labels.csv read error.
• fix(push): fail closed on labels.csv read errors in label + sequence preflight #222 (merged) — label-diversity + sequence-scan preflight fail closed on read errors.

Swept every csv.Reader.Read loop in internal/push — CrossCheckLabels, tabular scan, ValidateImages already fail closed. Deferred one Low (D3: unbounded SummaryParser buffer on a newline-less tqdm stream) → follow-up.

Correction: this ticket's intro said "--intent → --split"; develop actually keeps --intent (wire field intent), no --split flag.
