status: surface environment conformance (seal check) result

Companion to RFC-0003 D12 (#366 §8.2): the chart is growing a consolidated conformance suite ("seal check") built on its existing helm tests. The CLI should surface the result.

Goal

tracebloc status (or a dedicated subcommand) runs/reads the environment's conformance checks and prints a clear sealed / unsealed summary with per-check detail — so a user can verify their environment's protections at any time instead of assuming them.

Subtasks

• Define the contract with the chart's helm-test outputs (works against the existing probes now; picks up new checks as the suite grows)
• Status UI following the CLI style system (structure/action palette, honest failure states)
• Golden copy-catalog update for the new strings
• Tests (including the unsealed and partially-degraded paths)

Acceptance

One CLI command yields the environment's conformance verdict with actionable detail on failures.

Closing as completed — implemented and merged in cli#395 (2026-07-23), whose body says Closes #393.

The close never fired automatically because the PR merged to develop rather than the repo's default branch, so GitHub's auto-close didn't trigger. Tracked under epic tracebloc/backend#1151, which already records this as code-complete.

Closed as part of a North Stars hygiene pass on 2026-07-25. The work is on develop and has not yet been promoted to prod.
