Overview
This PR updates the org-wide engineering standards block in
CLAUDE.md(synced fromtracebloc/.github/org-standards.md).Branches & PRs: The release-train branch model is scoped explicitly to repos on the train; non-train repos must use
repo-inventory.ymlinstead of hard-coded exceptions (with notes on pastdocs/rfcsdrift). It adds warnings about silently forking repos by creating unprotecteddevelopon non-train repos, guidance to rungit reapfor branch cleanup, and rules that branch ownership follows the PR author—not tip commit author—pointing tobranch_owner.py.Quality bar: Adds fix the class, not the instance—grep other call sites and other inputs to the same guard before shipping.
