Bumps the helm group with 2 updates in the /charts/trueforge directory: postgresql and redis.

Updates postgresql from 16.7.27 to 18.8.13

Updates redis from 24.0.0 to 28.0.12

No changes to values.yaml, templates, or app code—only dependency version pins for optional in-cluster Postgres/Redis when postgresql.enabled / redis.enabled are true.
