Add project shields

I didn't see a more obvious page to put these on, since the projects page is an index and I didn't want to start diluting it with other content. I did a general Resources page in case there are any other similar things we want to make available in the future.

• add the shield SVGs to the typelevel site so we can control them
• add a resources page to reference them
• include blog post

Not a sticking point, but maybe we should hold the blog post to be part of a slightly larger blog post announcing the refreshed affiliate application process and that we will be reaching out to existing projects as part of the audit.
