Close Stale Issues and PRs

Warns and then closes issues and PRs that have had no activity for a specified amount of time.

Building and testing

Install the dependencies

$ npm install

Build the typescript and package it for distribution

$ npm run build && npm run pack

Run the tests ✔️

$ npm test

Basic:

Debugging
