feat(Pan card validation): added validation for Pan card

Why Pan card validation?

This government document is widely used in India, and many websites take the PAN card for verification.

pan card format

The first five characters are letters from the English alphabet, the next four characters are numbers and the last character is also a letter

eg: ABCTY1234D

Checklist

  • PR contains only changes related; no stray files, etc.
