Stripped the document of everything that is covered in the companion unified W3C Style Guide

TODO before merge:
rename or move the current index.html once we know the new URL, then do the merge, then setup redirects

The bits from the "Manual of Style" that are in scope for a "W3C Style Guide" are being moved to a new document, what is left (the content of this branch) is in scope for a companion document for W3C specifications editors. Both will cross-link each other.

Reference to "W3C Specification Editor Handbook" as "(this document) instead of the "W3C Style Guide", so added a new line.
Fixed <abbr> markup that appeared in plain sight because apparently 'localBiblio' isn't geared to handle acronyms.
removed partial closing html element thanks to damn autocomplete closing html elements

Stripped the document of everything that is covered in the companion unified W3C Style Guide

TODO before merge:
rename or move the current index.html once we know the new URL, then do the merge, then setup redirects

To anyone curious about this pull request, please be patient for a few days, and keep your hands off 🙏
The bits from the "Manual of Style" that are in scope for a "W3C Style Guide" are being moved to a new document, what is left (the content of this branch) is in scope for a companion document for W3C specifications editors. Both will cross-link each other.

Reference to "W3C Specification Editor Handbook" as "(this document) instead of the "W3C Style Guide", so added a new line.
Fixed <abbr> markup that appeared in plain sight because apparently 'localBiblio' isn't geared to handle acronyms.
removed partial closing html element thanks to damn autocomplete closing html elements
