RepoNotInit error when network is down

Bug Description

RepoNotInit can be triggered per below. This leads to data loss of uncommitted changes.

Expected Result

App continues to work when device is offline.

Steps to Reproduce

1. Start the app with network online (triggering a sync)
2. Disable the network
3. Make a change to a note

RepoNotInit shown and changes lost. Re-enabling network does not resolve the issue - need to close/reopen the app (while online).
