Sorting Quadtree:

Sorting in simple_waypoint_name appears to yield deterministic failsafe names.
Simplification undoes this; look into canonical_waypoint_name.

after the quadtree is populated does the trick.

waypointsimplification.log is now "same lines, different order"
Sorting in simple_waypoint_name itself is no longer necessary.

concurrencies.log: Detection portion (all 175104 lines of it) is identical.

concurrencies.log:
Deterministic concurrency augments are easily done, requiring only

However, this nearly doubles augmentation time:
• ~ 11.1s -> 21.6s on noreaster
• ~ 12.5s -> 24.3s on BiggaTomato
This is too much of a time increase just to reorder this little-used log file, so I won't implement this.
If I ever want to do this for comparison purposes in the future, I can easily make this change temporarily.
