この更新（fastapi 0.140.13 → 0.141.1）は #583 に統合してマージ済みのため close します。

6 件の backend 依存 PR が backend/uv.lock を共有しており、個別にマージすると 2 件目以降が必ず競合するため、まとめて lock を再生成する形にまとめました。

なお本 bump については、security 目的で明示ピンしている starlette 1.3.1 が降格していないこと（fastapi 0.141.1 の要求は starlette>=0.46.0）と、OpenAPI 出力が不変で web/src/api/generated.ts に codegen drift が出ないことを #583 で確認済みです。
