Use immutable lock metadata when an extracted store object or verified artifact cache is present, query the registry only for genuinely missing artifacts, and preserve the existing worker/process-lock/hash/extraction path. Add permanent three-platform certification covering cold download, registry deletion, extracted-store replay, and cache-only store reconstruction. The identical resolver implementation passed the merged two-OS compiled-CLI canary in zed-pkg-test/zed-pkg-e2e#57.
Add isolated global dependency profiles, symlink-first store materialization, owned executable publication, collision rollback, frozen offline restoration, compatibility routes, completion and documentation coverage, and permanent cross-platform certification.

Closed without merge. The global-profile branch adopted the exact authoritative resolver, replay test, and focused workflow from current main, became directly mergeable, and merged through #162. No ancestry-only sync commit was needed.
