- 回归修复（我引入）：PR#175 给 Shorts_Director 加豁免时整组覆盖了原数组，丢 d81fea9d/014f3898 两条（ADR-0017 登记）——恢复为 3 条并存。ADR-0058 背书不变。
- §12 (a) 泛化（IR-0002）：无 PR 仓的 degenerate 采样（默认分支 HEAD）下任意 required check 缺失=从未接线（如新建 L1 记忆层仓无本地 gate workflow）→ OK 待接入；有 PR 的仓保持 (b) 严格检出不变。
