What Does This Do

Update gradle plugin id from com.github.johnrengelman.shadow to com.gradleup.shadow and version to 8.3.6 in order to support Java 24.

Motivation

We want our build to support the latest version of Java.

Additional Notes

Version 8.3.6 supports Java 24 (ref).
Versions 8.3.0 and up update the plugin ID from com.github.johnrengelman.shadow to com.gradleup.shadow (ref).
