repeat function return incorrect result for axis 0

Found in #1427 
```python
>>> import dpctl.tensor as dpt
>>> a = dpt.asarray([1, 2, 3, 4])
>>> dpt.repeat(a, 2, 0)
usm_ndarray([1, 1, 1, 1, 1, 1, 1, 1])
#expected result
#usm_ndarray([1, 1, 2, 2, 3, 3, 4, 4])
```
