Add matching English and Chinese maintenance notices after the v1.0.8 release.\n\nThe notice limits v1 maintenance to DAG configuration, curated workflows, and reproducible defects; architecture defects receive narrowly scoped patches, while foundational redesign moves to a separate successor project. It also links GitHub Issues as the reporting entry point.
