Collaborator

Summary

  • Drop issues: opened from gate.yml so external issues stay open instead of being auto-closed
  • PRs from non-collaborators are still auto-closed (scripted contributions remain higher-risk)
  • Agents already gate replies on collaborator status — external issues just sit untouched now

Test plan

  • After merge, file a test issue from a non-collaborator account and confirm it stays open
  • File a test PR from a non-collaborator account and confirm it still gets auto-closed

Drops the `issues: opened` trigger and the issue-closing branch from
the gate workflow. PRs from non-collaborators are still auto-closed
(scripted contributions are higher-risk than feedback). Issues stay
open — agents already gate replies on collaborator status, so external
issues simply sit untouched instead of being auto-closed with a stock
message.

Approved. The right move now that #3333 (shell gate) and #3351 (prompt-layer collaborator filter) make non-collaborator issues inert from the agents' perspective. Auto-closing issues was a hostile default without a corresponding security benefit — scripted PRs still auto-close, which is where the actual execution risk lives.

Verified:

  • Removed issues: opened trigger cleanly (workflow now only fires on pull_request_target: opened)
  • Handler script simplified — no dead issue branch, context.payload.pull_request is guaranteed to exist
  • All 5 checks green

Shipping.

Shipping.
