Summary

Adds a "Weekly maintenance" section to running-tend describing the manual go-task/setup-task version bump. Dependabot covers the action's tag (@v1) but not its version: input, so the concrete pin introduced in #5836 needs a periodic manual bump to keep up with upstream releases.

The bundled tend-ci-runner:weekly skill scans running-tend for repo-specific weekly tasks at Step 3, so this section is the right place for it.

Caveat

workflows.weekly is currently disabled in .config/tend.toml. This PR only adds the task definition — it does not re-enable weekly. If you'd like the bump to actually run on a schedule, flip enabled = true in .config/tend.toml (happy to do that in a follow-up if you want).

docs(running-tend): note tend-weekly is enabled

#5840 documented the weekly go-task bump but kept the "tend-weekly is
disabled" wording (it landed before this PR re-enabled the workflow).
Now that this PR flips the toml, update the SKILL.md line to match.
