Pull request overview

This PR backports the fix from #60022 to ensure dataset events still enqueue downstream DAGs even when those DAGs are in a “stale”/inactive state, so they can be picked up once the DAG becomes healthy again.

Changes:

  • Update DatasetManager.register_dataset_change to queue downstream DAGs based on is_paused only (no longer filtering on is_active).
  • Add a regression test asserting an inactive (stale) DAG still results in a DatasetDagRunQueue entry.

Pull request overview
This PR backports the fix from #60022 to ensure dataset events still enqueue downstream DAGs even when those DAGs are in a “stale”/inactive state, so they can be picked up once the DAG becomes healthy again.
Changes:
  • Update DatasetManager.register_dataset_change to queue downstream DAGs based on is_paused only (no longer filtering on is_active).
  • Add a regression test asserting an inactive (stale) DAG still results in a DatasetDagRunQueue entry.
