Document a dedicated release-branch model for airflow-ctl.

  • Introduces airflowctl/vX-Y-test and airflowctl/vX-Y-stable as the
    only source of airflow-ctl releases — branched off the latest core
    Airflow vX-Y-test (not main), so airflow-ctl is anchored to the
    Airflow minor it ships alongside.
  • Release managers never cut from main; if the maintenance branches
    for the target line do not yet exist, they must be created first.
  • Documents branch protection setup in .asf.yaml, the
    backport-to-airflowctl-vX-Y-test label, the -test-stable
    sync PR before every GA / patch RC, and a first-RC shortcut that
    cuts directly from -test.

Document a dedicated release-branch model for airflow-ctl.

  • Introduces airflowctl/vX-Y-test and airflowctl/vX-Y-stable as the
    only source of airflow-ctl releases — branched off the latest core
    Airflow vX-Y-test (not main), so airflow-ctl is anchored to the
    Airflow minor it ships alongside.
  • Release managers never cut from main; if the maintenance branches
    for the target line do not yet exist, they must be created first.
  • Documents branch protection setup in .asf.yaml, the
    backport-to-airflowctl-vX-Y-test label, the -test-stable
    sync PR before every GA / patch RC, and a first-RC shortcut that
    cuts directly from -test.
