Adds the `airflow-ctl/v0-1-stable` release branch to `.asf.yaml` so Apache INFRA protects it — merges require a reviewed PR and linear history — matching the protection on core `vX-Y-stable` branches. The companion `airflow-ctl/v0-1-test` branch is intentionally left unprotected so the release manager can push cherry-picks and sync-PR merge commits directly.

Wires `backport-to-airflow-ctl-v0-1-test` into `.github/boring-cyborg.yml` for PRs targeting `main` that touch `airflow-ctl/**/*`, the same pattern as the existing `backport-to-vX-Y-test` labels.

The matching GitHub label has been created already (`gh label create backport-to-airflow-ctl-v0-1-test --color 0e8a16`).

Part of the airflow-ctl 0.1.4rc3 release prep following the new branching strategy from #65574.

Backported manually to v3-2-test — the auto-backport branch was stale and conflicting against newer commits, so it was rebased onto current v3-2-test and the original change cherry-picked cleanly. See PR #65646.

Adds the `airflow-ctl/v0-1-stable` release branch to `.asf.yaml` so Apache INFRA protects it — merges require a reviewed PR and linear history — matching the protection on core `vX-Y-stable` branches. The companion `airflow-ctl/v0-1-test` branch is intentionally left unprotected so the release manager can push cherry-picks and sync-PR merge commits directly.

Wires `backport-to-airflow-ctl-v0-1-test` into `.github/boring-cyborg.yml` for PRs targeting `main` that touch `airflow-ctl/**/*`, the same pattern as the existing `backport-to-vX-Y-test` labels.

branches are protected. The companion airflow-ctl/v0-1-test branch is

Backported manually to v3-2-test — the auto-backport branch was stale and conflicting against newer commits, so it was rebased onto current v3-2-test and the original change cherry-picked cleanly. See PR #65646.

in dict form ({paths, targetBranchFilter}). The legacy script on
v3-2-test only understood the flat list-of-globs form, so it flagged
`paths` and `targetBranchFilter` as unused glob patterns and failed
the check.
The .github/boring-cyborg.yml YAML changes from #65386 are intentionally
omitted: those targeted the `backport-to-v3-2-test` rule that lives on
main, which has no analogue on this branch (here it is

Adds the `airflow-ctl/v0-1-stable` release branch to `.asf.yaml` so Apache INFRA protects it — merges require a reviewed PR and linear history — matching the protection on core `vX-Y-stable` branches. The companion `airflow-ctl/v0-1-test` branch is intentionally left unprotected so the release manager can push cherry-picks and sync-PR merge commits directly.

Wires `backport-to-airflow-ctl-v0-1-test` into `.github/boring-cyborg.yml` for PRs targeting `main` that touch `airflow-ctl/**/*`, the same pattern as the existing `backport-to-vX-Y-test` labels.
