work in progress Schema API in Python.
Currently just contains a simple Python Schema class and conversions to/from proto, along with tests. Relies on numpy dtypes for representing primitive types. Eventually it should also include a python implementation of SchemaCoder/RowCoder, that accepts an instance of Schema.
