Split out from #4743 into smaller, per-module PRs to make review easier. This PR contains only the tidy-up changes to
solr/modules/jwt-auth.Solution
Leverage IntelliJ warnings (javadoc/comment wording fixes, string-literal-to-text-block conversions, unused checked-exception declarations). No behavior changes — this includes the auth/validation logic paths, which were reviewed with extra scrutiny given this is a security-sensitive module.
