P1 Badge Add the missing DCO sign-off

The reviewed commit contains no Signed-off-by trailer, so this CODEOWNERS-only change does not satisfy the repository's DCO requirement and cannot pass the required DCO check. Recreate the commit with the author's verified name/email and --signoff before integration.
