Applied by hand. Dependabot's PR for this (#45) regenerated the packages' lock files for net10.0 only, dropping net8.0, and failed locked restore. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

This replaces #45. Dependabot's NuGet updater regenerates the lock files of the multi-targeted packages (
RulesKernel.Randomness,RulesKernel.Testing) fornet10.0only, sodotnet restore --locked-modefails with NU1004. #42 failed the same way. I applied the same bump withdotnet restore RulesKernel.slnx --force-evaluate, and all lock files keep both frameworks.Dependabot NuGet PRs can't pass in this repository as things stand. That limitation is tracked as an issue.
