audio tagging/segmentation (AT/AS) apps

Currently, we have these AT/AS apps with very coarse label space (hence, essentially voice activity detection (VAD) apps)

This issue is to plan and to track additional AT/AS apps to wrap or to develop in the future. One possible candidate we can start from is whisper-at.
