Run this TypeScript test in 3.7.x (https://codecept.io/effects.html#usage-with-typescript says that it should work)

@kobenguyent The issue persists in 3.7.4 though it should be fixed: https://github.com/codeceptjs/CodeceptJS/releases/tag/3.7.4

I installed a new project using npx create-codeceptjs . and npx codeceptjs init and used the test and config from the original comment.
Still TS fails 🐛 .
